Samsung Engineering signs on for next phase of Mexico’s Dos Bocas Refinery

Samsung recently announced that its consortium comprised of Samsung Ingenieria Manzanillo, S.A. de C.V. and Asociados Constructores DBNR, S.A. de C.V. (AC DBNR) have been awarded a $3.6 billion contract for the next phase of work at the Dos Bocas Refinery.  This refinery is located at the Dos Bocas Harbor in Mexico’s Tabasco State.

This contract award covers the continuation and conversion into an Engineering, Procurement, and Construction contract, which follows the FEED and Detail Engineering development for Phase One.

Dos Bocas is an ambitious and controversial project for Mexico, which Mexican president Andrés Manuel López Obrador has stated that Dos Bocas will have a conservative cost of $8 billion and will be built over a three-year span.  This refinery will have a processing capacity of 340,000 barrels per day and is reportedly due to startup in the 2022-2023 timeframe, but this date could be postponed on account of the pandemic effect on the country’s economy.  In October, the International Monetary Fund (IMF) recommended that construction at Dos Bocas should be postponed, so EPC duties and construction could very well be affected moving forward.
