Prairie Energy Partners Ponders Texas or Oklahoma for New Refinery Site

Prairie Energy Partners LLC, a subsidiary of Southern Rock Energy Partners LLC of Texas, has begun the process of site selection for its proposed $5.6 billion refinery complex, which is expected to be a next generation complex with a focus on decarbonization technologies. According to the Texas operator, the sites being considered are in Victoria County, Texas and Lincoln County, Oklahoma.

This refinery is being envisioned to reduce up to 95% of its GHG emissions and is expected to include an associated carbon capture and storage system for a potential blue hydrogen component over a 400-acre footprint. If this refinery does proceed, Prairie Energy Partners is pushing for a 2023 groundbreaking in either Texas or Oklahoma for a 2025 startup target.
